An emergency is a natural or man—made situation that has caused or may cause human casualties, damage to human health or the environment, significant material losses, and disruption of living conditions and vital activity of the population. It can be divided into two groups: natural and artificial. In the event of such disasters and man-made accidents that can lead to emergencies, reducing human suffering, reducing the risk of accidents and losses, providing humanitarian assistance to victims, as well as their protection and support are among the main tasks of the National Red Crescent Society.

The Lebap Velayat branch of the National Red Crescent Society of Turkmenistan annually conducts large-scale practical exercises in one of the etraps and cities of the velayat to prepare the population for emergencies, natural disasters and man-made incidents, as well as activities aimed at mitigation. This time, from April 14 to 17, the National Society held a four-day event on the topic "Skills and abilities of behavior in emergency situations, as well as rules of first aid" in Koiten village of Koitendag etrap of Lebap Velayat. Which was attended by staff and volunteers from all the Velayat branches of the National Society. During the event, the specialists of the National Society explained the training course in detail through manuals, presentations, videos and practical exercises. With sufficient information in this area, the participants further strengthened their skills by correctly following the basic steps and rules that must be taken in any possible emergency. Within the framework of the four-day event, training sessions were held on the concepts of emergency situations, their classification, assessment and emergency situations, tools for working in emergency situations, necessary information, projects "Restoring family ties" and "Seville Agreement", as well as the SPHERE project, and the correct need for first aid to the victim. The tasks were divided into groups and performed with the correct actions.

THE FUNDAMENTAL PRINCIPLES

– Humanity

The International Red Cross and Red Crescent Movement, born of a desire to bring assistance
without discrimination to the wounded on the battlefield, endeavours, in its international and
national capacity, to prevent and alleviate human suffering wherever it may be found. Its purpose
is to protect life and health and to ensure respect for the human being. It promotes mutual
understanding, friendship, cooperation and lasting peace amongst all peoples.

– Impartiality

It makes no discrimination as to nationality, race, religious beliefs, class or political opinions. It
endeavors to relieve the suffering of individuals, being guided solely by their needs, and to give
priority to the most urgent cases of distress.

– Neutrality

In order to continue to enjoy the confidence of all, the Movement may not take sides in hostilities or
engage at any time in controversies of a political, racial, religious or ideological nature.

– Independence

The Movement is independent. The National Societies, while auxiliaries in the humanitarian services
of their governments and subject to the laws of their respective countries, must always maintain
their autonomy so that they may be able at all times to act in accordance with the principles of the
Movement.

– Voluntary service

It is a voluntary relief movement not prompted in any manner by desire for gain.

– Unity

There can be only one Red Cross or one Red Crescent Society in any one country. It must be open
to all. It must carry on its humanitarian work throughout its territory.

– Universality

The International Red Cross and Red Crescent Movement, in which all Societies have equal status
and share equal responsibilities and duties in helping each other, is worldwide.
